Scope and Contents

These materials were found in a three-ring binder that was rusting and moved to this folder. The initial numbering of items represented a page numbering system. If the first item was three pages long, then the first item was numbered 1 and the second item was numbered 4 and so on. Later on, it seems that items were added before page 1. These are given A numbers and appear first in this listing. Documents using the "A" system are located elsewhere in the collection. These items may have been moved to this binder.
