The South Wisconsin District of the LCMS decided to start a congregation in Monroe in response to several requests. Rev. Robert Zick was called from the seminary as a Missionary-at-Large to the Monroe area in 1979. The first worship service was held on September 9, 1979, in the community room of the West Mall Shopping Center. The congregation formally organized on September 7, 1980. The congregation met in six different locations over the next two years. Plans for the first church building were drawn up, and the Groundbreaking ceremony took place on September 26, 1982. The building was dedicated on May 1, 1983. The congregation's fifth anniversary was celebrated on July 8, 1985, The 15th anniversary and mortgage burning for both the church buildings were held on June 11, 1995.
