The 1953 convention of the LCMS at Houston encouraged the creation of a Mission Council consisting of representatives of the several LCMS mission boards, the Armed Forces Commission, the Board for Social Welfare, the Student Service Commission, the Missionary Board of the Synodical Conference and the synod's radio and television committees. Its purpose was to coordinate the work of the various mission agencies, promote missionary education and stewardship and offer advice to other agencies and auxiliaries with regard to their missionary projects. The first meeting was held on 2 December 1953. It met annually as a council and also encouraged the staff of the various boards to meet regularly to discuss matters of mutual interest.
