The collection consists of correspondence with the LCMS mission board and missionary letters that Phipps sent to friends and supporters during his missionary service.

Biographical / Historical
Phipps was born 31 July 1927 in Saint Louis, Missouri. He graduated from Saint John College, Winfield, Kansas in 1949 and from Concordia Seminary, Saint Louis in 1954. He served as a missionary in Japan from 1954 to 1964 and was director of the Japan Lutheran Hour and chairman of the Japan Mission of the Missouri Synod from 1962 to 1964. In the fall of 1964 he was called to begin a new mission in suburban Denver, Colorado which became Mount Olive Lutheran Church, where he served until 1978. He was president of the Rocky Mountain District of the Missouri Synod from 1976 to 1985. In 1986 he became pastor of Trinity Lutheran Church, Delray Beach, Florida.
