A letter written by Norman R. Junghans [Project Director] in this folder recalls: "In an effort to improve our present capacity to carry out the church's mission of heralding and helping in our world, the Southeran California District is cooperating in testing a pilot project in people to people communication. A tentative agreement has been reached between officials of the Synod's Board of Parish Education and Effectiveness Training Associates, Pasadena, California...". At one point this program had its own logo and was titled, "Effectiveness Training for Lutherans | A Board of Parish Education Project".
